Johan Pihlstöm

Former ECRAF president (2019-2024)

Johan Pihlström served as President of ECRAF from 2019 to 2024, following several years of active involvement in the organization. His journey began as Chair of the Working Group on Statistics (2011–2014), followed by his role as a member of the Executive Committee (2014–2019).

With extensive experience in military road safety, Johan has contributed to the development of ECRAF as a platform for international cooperation, knowledge sharing and professional exchange.

My Journey in ECRAF

My involvement in ECRAF spans almost 15 years, during which I have held several positions within the organisation.

  • 2011–2014: Chair of the Working Group on Statistics
  • 2014–2019: Member of the Executive Committee
  • 2019–2024: President of ECRAF

These roles have given me the opportunity to contribute to the organisation’s development and to work alongside colleagues from different countries who share a commitment to improving military road safety.

The Evolution of ECRAF Congresses

One of the most positive developments I have witnessed during my time in ECRAF is the increase in congress participation since 2021.

For me, this reflects what ECRAF is truly about: bringing people together to discuss challenges, exchange experiences and learn from one another.

Compared with eight to ten years ago, ECRAF congresses have become more interactive. Participants are increasingly willing to contribute to discussions, share their knowledge and actively engage with the topics presented.

I believe this development is important. While presentations provide valuable insights, meaningful discussions and professional exchange are essential for improving military road safety.

At the same time, productive discussions require clear structures, relevant topics and effective moderation. This is an area that has developed considerably during my years on the Executive Committee.

Professional Background and Road Safety Experience

My professional background combines academic studies with extensive practical experience in road safety.

I hold two bachelor’s-level university qualifications, one in Economics and the other in Political Science.

After completing my studies, I began my career as an officer at the County Administrative Board in Sweden, where I worked with road safety, regulations and driving licences.

Since 2008, I have served as Head of Road Safety for the Swedish Armed Forces. My responsibility is to create the best possible conditions for effective road safety throughout the organisation.

This includes developing road safety regulations, producing educational materials, training instructors, conducting research and implementing findings into military regulations and procedures.

I also support road safety officers at military units, evaluate road safety performance across the Armed Forces and use lessons learned to continuously improve road safety practices.

Throughout my career, my focus has been on turning road safety knowledge into practical measures that strengthen safety within military operations.
