ECRAF President for mandate 2016-2018 is LTC Jan Sevcik (CZE) and Vice President is MAJ Petri Manelius (FIN).

Jan Sevcik (CZE)

Lieutenant Colonel Jan Ševčík was born in 1979. From 1998 to 2001 studied at The Police University of the Czech Republic in Prague and graduated with a bachelor degree in security and law studies with specialization on traffic policing. In 2002 started to work for the Police of the Czech Republic, Service of Criminal Police and Investigation. The major part of the work for Police was the investigation of serious traffic accidents.  In 2003 joined the Czech Armed Forces as a member of Military Police. He worked as a chief of the group of administrative activities of the department of traffic service of Prague Command of MP. This group was and still is responsible for maintaining registries of traffic accidents and offences of military vehicles and drivers and for processing files of traffic accidents and offences as well. Part of his work was also lecturing on traffic safety for the army units. From 2007 to 2009 studied at The Police University of the Czech Republic in Prague for the master degree in security and law studies with the main field of study for qualification Police Management and Forensic Science. Since 2010 up to now he has worked for the Headquarters of Military Police Department of Traffic and Law Enforcement Service. From 2013 as a chief of this department.  He has taken part in ECRAF since 2010 (Congress in Vienna). During ECRAF Congress in Prague 2011 was elected for Executive committee member for two years and in 2013 in Sarajevo reelected for another two years. At the congress in Helsinki he was elected for the president of ECRAF. He is married and has 2 sons. His main hobbies are his family, his dog, motorcycling and hand-guns.         




Petri Manelius

Petri Manelius (FIN)

Major Petri Manelius was born 1971 in Kouvola, Finland. He joined the Finnish Defence Forces in 1990 and graduated in 1993 as an infantry officer and 2001 as a staff officer (logistics) from Finnish National Defence University. In 2016 he graduated the Course for Chiefs´ of Branches (logistics) from Finnish National Defence University. Since 2004 he has served among logistics on different positions in the Finnish Defence Forces. Manelius has since February 2016 served in the Defence Command, as the Liaison Officer of Traffic and Transport. This post has many responsibilities concerning Road Safety. He has been a delegate of ECRAF since 2016 and was elected as ECRAF Vice President at the Congress 2016 for mandate 2016-2017.


The European Commission for Road Safety in the Armed Forces (ECRAF) has adopted the vision Zero as guideline for the work on road safety in the Armed Forces.

Vision Zero declares that nobody shall be killed or seriously injured in the road traffic.
