The next ECRAF Congress and General Assembly 2019 will take place in Gdańsk, Poland from 9th to 13th September 2019.
The main topics for this Congress are:
1. Current challenges in the field of Road Safety in European Armed Forces
2. Possibilities to harmonize driver education, car safety and military driving rules to get Military Road Safety standards

This Congress will be extremely important, especially regarding election, ECRAF Congress host for 2021 and changes within important documents: ECRAF Statutes, Strategy and Action Plan and Election Guide. Consequently, your participation in Congress 2019 is critical and welcomed.

Critical dates:
9th August 2019 – ECRAF Congress announcement (to the Secretary) and Room reservation (Hotel Admiral Gdańsk).
31st August 2019 – Candidates proposals for elections (to the Secretary) and ECRAF Congress 2021 Host proposals (to the Secretary).
2nd September 2019 – Title of national presentation (to the Secretary).
9th September 2019 – Travel day for Executive Committee members, Executive Committee meeting and travel day for Congress' delegates (arrival at Hotel Admiral NLT 1700).
10th September 2019 – The First day of Congress (National presentations and discussions).
11th September 2019 – The Second day of Congress (Practical part – Autodrom Pomorze).
12th September 2019 – The Third day of Congress (General Assembly 2019) and Social Event (visit of Museum of the World War II).
13th September 2019 – Homeward journey.

Please, send to ECRAF Secretary filled Announcement not later than 9th August 2019.

The Congress fee is 150 Euro. Cash payment will be accepted during the inprocessing (first day). If it is mandatory to pay by wired transfer, please send email to the Secretary in order to provide Instructions for Payment.

Hotel costs are to be paid by the participants on the ground.

ECRAF Executive Committee (EC) held its meeting in Gdansk, Poland 23-25 April 2019

ECRAF Executive Committee (EC) held its meeting in Gdansk, Poland 23-25 April 2019. The main topic for this meeting was preparation for ECRAF Congress 2019, which will take place in Gdansk, Poland 9-13 September 2019.

EC was welcomed by COL Piotr Szefler The Head of The Polish Armed Forces NMCC.

Within meeting, EC evaluated organization of Congress 2018 in Belgium, discussed on ECRAF documents (ECRAF Statutes and Strategy and Action Plan), the planning and program for the upcoming congress (place, accommodation, transportation and organization of practical part of the Congress).

This year’s Congress is very important, due to the fact there are two positions for election – The President and Secretary.

EC decided that the main topics for the Congress 2019 will be "Current challenges in the field of Road Safety in European Armed Forces" and "Possibilities to harmonize driver education, car safety and military driving rules to get Military Road Safety standards".

Invitation documents for ECRAF Congress 2019 with Draft ECRAF Statutes will be sent out by the beginning of May 2019.

The next EC meeting will be held 9th May 2019.

Executive Commmittee will held its meeting in Gdansk, Poland, 23 - 25 April 2019, with topic "Preparation of ECRAF Congress 2019 that will take place in Gdansk, Poland 09-13 September 2019"..

Successful Congress 2018 in Belgium 10-14 September 2018

ECRAF Congress 2018 took place in Brussels and Bruges, Belgium from 10th to 14th September 2018. The main topic was "Current challenges in the field of Road Safety in European Armed Forces". Sub-topics are every other relevant topics regarding Road Safety: Sensibilisation of personnel – Lessons learned – Best practices – Projects – Training – Prevention – Enforcement – Engineering – Regulations.

The Congress was successful with participation of 22 delegates from 14 countries. Romania and Luxembourg were new observers with hope to become full member of ECRAF.

ECRAF 2018 1

The first day of Congress was organized in Royal Military Academy, where representatives of European institutions (ETSC, EC – DG MOVE, EU - OSHA), The Flemish Government and The Belgian Armed Forces presented projects and work in the field of Road safety. The second day seven national presentations were presented with discussions of participants.

ECRAF General Assembly in Bruges on 13th September 2018 has some conclusions which will take effect in ECRAF future work. Israel was elected as full member of ECRAF. Romania and Luxembourg will send official request to ECRAF for membership. Also, ECRAF President Jan Ševčík (CZE) will continue mandate for one year, and new Vice-president is Joni Taunila (FIN) instead of Petri Manelius (FIN) who has to leave ECRAF due to new position in The Finnish Defence Forces. EC member from Poland will be Sławomir Łazarek as Host Nation Representative, who has presented brief information about the next congress.


Besides official program, there were social events like visiting the city of Brussels, the city of Bruges, Bruges Military Province Command, Battlefield tour WWI. Belgium was a great host for this well-organized Congress.

Next ECRAF Congress 2019 will take place in Gdansk, Poland from 9 to 13 September 2019.


The European Commission for Road Safety in the Armed Forces (ECRAF) has adopted the vision Zero as guideline for the work on road safety in the Armed Forces.

Vision Zero declares that nobody shall be killed or seriously injured in the road traffic.
